What the administered regime is and how it works

There are two types of tax regimes for managing taxes on crypto-assets: managed and declaratory. The main difference concerns how taxes are calculated and paid, as well as the requirements you must meet.

Administered regime

In the administered regime, Young Platform acts as a withholding agent for the crypto-assets held in the Young Wallet. In this case, the platform handles:

  • Calculating the tax due on every taxable transaction.
  • Withholding and paying the amount directly to the State.
  • Immediately offsetting any capital losses.

Declaratory regime

In the declaratory regime, however, tax management is entirely your responsibility: you will have to calculate taxes independently, pay them and indicate crypto-assets in your tax return.

In both regimes, the applied tax rate is the one established by law.

Who is under the administered regime

  • Users already registered on Young Platform with residence in Italy: you join from the app, free of charge, and the regime starts from 1 January of the following year. How to join is explained in How to join the administered regime.
  • Users already registered with residence abroad: you are automatically under the administered regime from 1 January 2027, by accepting the new General Terms and Conditions. You can opt out at any time by signing the Revocation Form, without having to prove your foreign tax residency: read How to revoke your adhesion to the administered regime.
  • New registrations: if you reside in Italy, during KYC you can choose between the administered regime and the declaratory regime. If you sign up by 31 December 2026 and choose the administered regime, you remain under the declaratory regime until 31 December and switch to the administered regime from 1 January 2027. If you sign up from 1 January 2027 and choose the administered regime, it is active immediately.

If you reside abroad, you are automatically under the administered regime without the right to opt out and you can quit at any time by signing the Revocation Form.

You can return to the declaratory regime at any time: how and as of when is explained in How to revoke your adhesion to the administered regime.

Scope of application of the administered regime

The scope of operation of the administered regime concerns exclusively crypto-assets kept inside the Young Wallet. Otherwise, transactions made via Young DeFi Wallet, personal wallets or third-party platforms remain subject to the declaratory regime and must be included in the tax return.

Staking rewards, vesting Additional Tokens and YNG cashback also fall under the administered regime: how they are taxed is explained in How staking rewards, vesting Additional Tokens and YNG cashback are taxed. Which operations generate taxes and which do not is explained in What a taxable transaction is.

Comparison between tax regimes

Scope Declaratory regime Administered regime
Tax calculation User's responsibility (possibly via tax report) Performed by Young Platform for each taxable transaction
Tax payment User's responsibility via F24 form Carried out directly by Young Platform to the State
Payment timing By 30 June of the following year, with the tax return At the time of realization: the tax is withheld on the transaction
Declaration (RT and RW Sections) Mandatory Not required for crypto-assets managed in the Young Wallet
Capital loss management To be indicated independently in the tax return Offset with capital gains realized subsequently, in the same year and in the four following years
Crypto-asset deposits on Young Platform from other wallets or platforms Purchase price documented by the user Purchase price to be certified (in the absence of certification it takes a value equal to €0)
Crypto-asset withdrawals to personal wallets or third-party platforms Considered transfers between own wallets Allowed only to wallets or accounts owned by you, after ownership verification. Without verification the withdrawal remains suspended, because transfers to third parties are not allowed
Stamp Duty Due Due

Determination of capital gains and deposit certification

Tax is calculated on the capital gain, i.e., the difference between the selling price and the purchase price, determined using the weighted average price. For crypto-assets deposited from other wallets or platforms, the purchase price must be certified, otherwise it counts as €0. How the purchase price and capital gains are calculated is explained in How purchase price and capital gains are calculated in the administered regime; how to certify deposits in What deposit certification is and why do it.

Stamp Duty

Stamp Duty is due in both regimes. It is a proportional tax, equal to 0.2% per year of the value of the crypto-assets held. You can check its amount and pay it from the app, in the Taxes & Reports > Stamp Duty section. For more information, consult the guide on stamp duty.

Where you manage your regime

Inside the Taxes & Reports section you can check your current tax regime and the one planned for the following year, with the relative start date (if a change was requested), and verify the activities to carry out, such as deposit certification, wallet verification or the payment of stamp duty.
